Review of the Human Resources Division

Terms of reference

Background

The University has identified in its strategic Plan, ANU by 2020, the need for effective organisational structures and clear policies and procedures to underpin their activities.  As such, it intends to interrogate its administration structures to ensure they are fit for their purpose.  The Human Resources Division (HRD) provides a range of operational, advisory and strategic services which enable the ANU to attract, develop and retain outstanding staff who are committed to the achievement of excellence and to the values of The Australian National University.  Its core responsibilities include policy development; planning; training; workplace relations, redesign and diversity; systems administration; payroll and superannuation; and, occupational health and safety.

The HRD has strong linkages to HR practitioners who are located in the University’s academic colleges and who provide human resources services to their respective staff.

Purpose

  • Determine if there is alignment of goals of the HRD with that of the University’s Strategic Plan.
  • Review the HRD’s fitness for purpose, that is, the quality, efficiency and effectiveness of services and communication between the Unit and the University community to enable the University to meet its strategic plan.
  • Review the success of the HRD’s current continuous improvement strategies and assess capacity of future strategies to deliver improvements to strategic priorities and services, and the overall contribution to the University’s culture of continuous improvement.
  • Review the effectiveness of HRD’s strategies for staff recruitment, retention and development (including workforce planning) to meet the core business needs.
  • Review the effectiveness of the relationship and working arrangements between HRD and HR staff in colleges and service divisions in terms of overall fitness of purpose to the HR function.

The review will report to the Executive Director (Administration & Planning) and will be undertaken by Mr Robert Farrelly, Director, Human Resources, The University of Western Australia, and Ms Julie Gorrell, Senior Projects Manager, Office of the Executive Director (Administration & Planning) and Professor Fiona Wheeler, Associate Dean, ANU College of Law.  The reviewers will engage with relevant stakeholders throughout the process.

The review will be undertaken on March 28, 29, 30 2012 and will report no later than April 28 2012.

The reviewers welcome written submissions to the review.

  • There is no specific template, but please frame submissions around the Terms of Reference.
  • Submissions should be no longer than 2 pages and should be saved in portable document format (PDF).
  • Submissions are not confidential documents, and should not contain information that could be considered personal or private.
  • To ensure inclusion in the review process, submissions should be emailed to admin.reviews@anu.edu.au by Friday, 16 March 2012.
