Delegations: change management

The ANU Delegation framework is an evolving matrix of inter-related responsibilities, designed to meet the needs and requirements of a complex organisation.  Changes to organisational structures, governing legislation and work flow requirements all require, from time to time, a review of delegations and delegation profiles.

When changes are made, the Governance Office will inform the relevant areas of the University by email and publish details of the changes on this page.

The following changes to the ANU Delegation framework have been made recently: 

August 2011 to April 2012

  • Registrar and Student Services Delegations: A review of legislation-based delegations in February found a number of corrections were required to delegations in the Registrar and Student Services category to bring them into line with current legislation.
  • Academic Delegations: On 28 February 2012, the Australian National University Academic Board Statute 2012 came into effect, giving Academic Board the power to determine matters in relation to awards, programs and courses as described in Delegation 30.
  • Human Resources Delegations: On 1 March 2012, the Vice-Chancellor approved a major update to the Human Resource category of delegations.  On 16 March 2012, he further approved amendments to Delegation 198 to reflect changes in DFAT's system of travel advisories.

  • Academic Delegations: On 24 September 2010, Council approved changes to the Research Awards Rules 2010 and consequential changes to delegations were reported in the Summary of Changes to Delegations: Jul to Dec 2010 (PDF, 13KB) document. An additional delegation contained in these Rules has now been included in the delegations system.
  • Human Resources Delegations: On 8 August 2011, the Vice-Chancellor approved changes to delegations related to fixed term employment without advertisement within the Human Resources category (PDF, 73KB) of delegations. The changes are intended to clarify the wording of these delegations and ensure that only the Associate Director and Director of Human Resources are authorised to employ and extend the fixed term employment of general staff and academic staff (excluding Level E) without advertisement beyond a total employment period of twelve months.
  • Investment Delegations: On 16 August 2011, the Vice-Chancellor approved the creation of a new non-transferrable delegation in the Investment category (PDF, 21KB)  following a recommendation by the Investment Advisory Committee at its meeting on 26 May. He also approved the reinstatement of the Equity Manager profile (PDF, 11KB) after advice from the Chief Finance Officer that the profile was necessary to the functioning of the Investment Office. 

January 2011 to June 2011

  • Human Resources Delegations: On 25 February 2011, the Vice-Chancellor approved the removal of Delegation 155, Cluster 1 (Approve salary packages, loadings and allowances (excluding University motor vehicle), at time of employment, in accordance with University policy: For general staff within budget unit up to and including ANU07) from the Head of Budget Unit profile.  Within Colleges, this responsibility will be held by College General Managers (PDF, 14KB) and College Heads (PDF, 17KB); and within University Administrative Divisions, by Administration Directors.
  • Information Infrastructure and Services Delegations: On 9 May 2011, the Vice-Chancellor approved the addition of Delegations 396 (Authorise records destruction in accordance with legislation and University policy) and 398 (Make decisions in respect of requests made under the Freedom of Information Act for access to documents) to the Manager, University Archives (PDF, 11KB) profile.
  • Finance Delegations: On 23 May 2011, the Vice-Chancellor approved the creation of an additional cluster (4) to Delegation 221 (PDF, 35KB) to cater for the requirements of staff of the Facilities and Services Division who manage projects with large pre-approved budgets.
